Sure, good luck with that. There’s no limit to the number of “hits” WordPress can handle.

The VIP program allows plugins, but they have to go through a review process, which can be quite costly. The VIP itself can run thousands per month and is used by the likes of CNN, Time, TED, Dow Jones…

I seem to remember another package that I read about briefly, perhaps called Professional that included access to plugins that WordPress has already vetted and installed here. I can’t find anything on that now, so I don’t know when that might be available, but it was way more expensive as I remember.

Most plugin functions can be done at WordPress.com blogs using a workaround, so why not be specific about your needs. If you’ve already set a goal of a million readers a day, I assume you’ve done the homework for what functionality you require. If you tell us what you want to accomplish, we can probably tell you how to do it here.
If you say “I want to install plugins” and not what you want the plugins to do, we’re going to advise you to get paid web hosting elsewhere and use software from WordPress.org. You will find it less expensive, if somewhat more do-it-yourself, than the WordPress VIP program.

I’m already using a self hosted site. If I purchase $299 WordPress.com Business package, how do I upload all my files/comments into it. Is it possible to use filezilla? Or What software will I use?

If you’re using a self-hosted site, you DO NOT NEED TO BUY ANY BUNDLES because all that stuff is already avaliable to you on the self-hosted site. I don’t see why you’re interested in WordPress.com at all. Getting reliable hosting for a site that ramps up to a million is not that difficult. You may need to pay a fair amount for the hosting though.
If you insist on moving to WP.com you just do a regular Import http://en.support.wordpress.com/import/
You can’t use Filezilla or any FTP programs here.

The webhost of my self-hosted site says their package cannot handle 1,000,000 daily visit. Thats why I need the $299 WordPress.com Business package. Since I already have a registered domain, how do I integrate it when I purchase the $299 WordPress.com Business package? -
Well, if all you need is the custom domain and the secure hosting, that’s only going to cost you $13 a year, for domain mapping. The business package includes Custom Design and Videopress and lots of features you may never use. http://en.support.wordpress.com/add-a-domain/

No, and the last three plugins are more or less already built in to your blog. We have a built in contact form as well.

So how will wordpress translate the language if someone from a non-speaking-English country visit my website?

WordPress won’t translate your site, but you could provide links to Google Translate pages that will allow them to translate to their native language.

With wordpress self-hosting, one can do a child-theme that will handle mobile phone compatibility. With the $299 WordPress.com Business package, will my website open in different sizes accordingly on mobile phones, ipads, tabs etc?
