WordPress.com Business question before ordering

Hello,
My company runs 14 newspaper websites with 14 different domains. We are very interested in using WordPress.com for our sites. However, I can’t find information anywhere about whether this can be done using WordPress.com Business. Would we have to purchase 14 separate instances at $299 per year per site? Or is there some sort of bundle price for this? And if we are able to go this route, is there functionality where we could manage all 14 domains at one back-end site…or would we have to login and log out of each domain every time we need to make a change? What you are describing is a WordPress.org multisite setup. See here > http://codex.wordpress.org/Create_A_Network
WordPress.com and WordPress.org are completely separate. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

Since newspapers usually have a lot of ads on them you would have a serious problem with the Terms of Service since you can’t sell your own ads unless you go to the VIP program and it starts around $ 30,000 / year so it is for big hitters not a small local neighborhood paper
