WordPress.com categories as pages? Can't upload plugins..

  Hi,
  I wanted my categories at the top as pages. I know that with wordpress.org you can just install a pug in and put it in the wordpress folder, but with wordpress.com we are not allowed to upload any plugins. Is there another way for us to have the categories shown in the menu as pages?
