wordpress.com does not download attachment while importing wordpress

  If you set up wordpress on your own host, when you are importing “wordpress export” files, it gives you the option the download attachments (that would be the images from the previous blog). But wordpress.com does not have this option and if you try to import from “wordpress export” files, it say something like “Skipping attachment …”. Am I doing something wrong here or is it just that free wordpress.com does not let you do so?
