WordPress.com not loading.

My blog or any wordpress.com blogs are loading right now. I keep getting an error:
This webpage is not available
ERR_CONNECTION_REFUSED
No other website is having connectivity issues. This has never happened to me before.

I can connect to http://jordanmtaylor.wordpress.com/ instantly. I am on a PC loaded with windows 10 and running FF 44 and Edge.
In order to help you Staff need to know your specific computing environment details. Please work through the list that follows and report your details back here.
1. If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching first.

(b) Make sure that you have both third-party cookies enabled and JavaScript enabled

(c) Disable all browser extensions or add-ons temporarily. Know also that security and firewall programs and programs that run incognito mode may need to be temporarily disabled as well.

Add both *.wordpress.com and *.wp.com to your list of trusted sites under the Security tab. 6. If you are not successful please provide this specific info:
(a) Exactly what kind of device you are using to connect to the internet and to WordPress.com.
(b) Exactly which browser (and version of it) you’re using by checking here if necessary http://supportdetails.com/
(c) Exactly what you experience including exactly what any error reports you receive state.
(d) Screenshots can be helpful. You can use http://snag.gy/ or http://cloudup.com to share screenshots and link to them here. If you use the WordPress.com guide for screenshots http://en.support.wordpress.com/make-a-screenshot/ you can and upload it to your Media Library, and return to this thread to provide the file name so Staff can examine it.Then type modlook into the sidebar tags on this thread for Staff help. Hi, now no pages on wordpress are loading at all– at first I could get to the community forum pages (hence how I added this question!)
Thanks for your help. I'm going through your suggestions. So far none have done anything. I am using an HP laptop and Chrome– I use no other browser. I just wrote a new post last night and looked at my blog this morning,so this is fairly new. I've disconnected my internet and reconnected it, I've restarted my laptop, still nothing.

That’s so strange and I do apologize for not being able to come up with a fix. You will have to continue to wait for Staff to fathom what’s going on and how to correct it.

Thanks for trying. This is so bizarre. I thought it was my internet connection at first, but it's JUST wordpress. Everything else works swimmingly! Guess I'll write blog posts on my phone till I get it figured out, haha.

It is worth trying https://www.torproject.org/
We have no blocks at all and as far as I know no US states are blocking us so quite why this is happening is very strange.

Started yesterday I am using Chrome and Firefox I cleared browser cache deleted and reinstalled browser but the WordPress.com page never loads

@jordanmtaylor, are you able to access WordPress.com from your phone? Using a mobile network?

I tried it again today (2/29) and it worked! So bizarre.
@carinapillar: it was working on my phone's network, yes. Don't know if it was a computer or network problem. So strange.
