  Are you referring to this? https://en.support.wordpress.com/cookie-widget/

  If I have not guessed what you refer to then post links to the relevant plugins and express why you think you need them please.

  The cookie-widget looks like it fits the bill. I read about the Sidekick plugin here:

  It just sounded like it might be helpful for new wordpress.com users especially.
