WordPress.com premium or .org? And why bluehost?

I’ve just spent the past few hours trying to make sense of this and I’m absolutely confused. I signed up for a premium wordpress.com account to be able to edit and add plugins, only to find that I can’t. Then it was recommended that I migrate all data to Bluehost to my new .com domain, but apparently I need an FTP account to do so. Could someone please advise me; for a beginner, should I cancel my premium account and switch to .org? Or is there any point in sticking to premium and migrating to bluehost? My aim is to be able to edit my current theme and add plugins that would help the look and feel of my blog, THAT’S ALL.

So, first off, are you trying to have a site on WordPress.com? Or move to a self-hosted WordPress.org site hosted on bluehost?
