Hi, my goal is to have more flexibility from my wordpress.com blog (e.g. insert some iframe code into the articles or to take advantage of third part plugin). So I have upgrated my wordpress.com blog with a premium plan but nothing seems changed. Could you tell me what kind of improved privileges I have on my new premium wordpress.com blog?

Answering your question: No there is no upgrade you can purchase that will allow you to post iframes or plugins.
WordPress.ORG offers free software that you can install on a web server. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.ORG install.
WordPress.COM and WordPress.ORG are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support forums. http://en.support.wordpress.com/com-vs-org/
