WordPress.com Top-menu Gone Missing & Drop-down Items Not Working

It seems that there is an issue with WordPress.com’s controls. Here are the symptoms:
1. I am logged into my WordPress.com account.
2. Normally, when I am viewing my blog *or* viewing my Dashboard, etc. there is a menu bar across the top of the screen that allows me to a) browse my blog, b) navigate to my subscriptions, c) navigate to my administrative screens, etc.
3. This menu bar has suddenly gone missing, both within Firefox (version info: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.2.10) Gecko/20100914 Firefox/3.6.10 ( .NET CLR 3.5.30729) ) and MSIE.
4. When I am on my Dashboard, certain navigation items (when clicked) do not function as they had previously. Specifically, certain “drop down” items no longer work, such as the “Help” drop-down item, or the “New Post” drop-down item. Clicking on either “Help” or “Screen Options” simply reloads the dashboard with no change in behavior.
5. I have cleared my cache, cleared my cookies (in both browsers), restarted browsers multiple times, no luck.
Anybody else running into this problem? Any suggestions for how I can fix this?

Additional problems that I seem to be running into: when editing posts, I can no longer switch between “HTML” and “Visual” mode. When I click on the “Visual” tab, the tab changes (“HTML” is de-selected and “Visual” is selected) but:
a) the content of the editing textarea does not, and;
b) the toolbars / options for editing a post do not change. -

Yes, the exact same problems in both FF and IE. Here are the versions:
Firefox: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.2.10) Gecko/20100914 Firefox/3.6.10 ( .NET CLR 3.5.30729)

OK, go to the thread listed below and try going to all three of the links in that thread and then report back as to what happened. They are CSS files so they will just look like some text.

The CSS files load properly (they just display some CSS code – I assume this was just to make sure that I can access them?). I cleared my cache and repeated my earlier steps to see if it was a temporary access / connection problem, but no luck: the problems are still occurring.
