WordPress.com with child themes.

I want to have a blog that I can edit freely, the HTML part of it. Can I create a blog in WordPress.com and then use domain mapping service? And also can I go with Child Themes to edit my blog?
The blog I need help with is: (visible only to logged in users)

As users of free blogs at WordPress.com, we aren’t able to upload themes or edit their HTML. We are limited to the themes that are available in the menu already. The ability to install themes is limited to sites that are hosted at third party web hosts using the free WordPress software available at WordPress.org.
You can purchase the Custom Design addon and use custom CSS to modify the look of any theme, however.

Does the Custom Design upgrade let me edit HTML?
No. The Custom Design upgrade allows you to edit fonts and CSS only. You can change the appearance of a theme, but not its HTML markup, PHP code, or content.
