WordPress.org and .com are these linked somehow

  I opened a WordPress.com site and thought this would be separate from my previous WordPress.org. I now have two areas and I am finding this confusing, having spent many months trying to understand a website I thought I would change to an easier option of blogging but still face difficulty. I am unable to find the “change static page” in menu under customize, blog not opened to view, only through customize, is this right. My portfolio seems to be on my .org site. I am currently going around in circles, is there a full course available in video, I have gone through the video tutorials but this does not answer some basic questions, also checked forum. Is my option to clear and start all over again, or is computing not for me?
