WordPress.org user type 'subscriber' import to jetpack subscriber.

I have over 2000 subscribers on my blog that is self hosted but they recently stopped receiving notifications after a system update. We installed jetpack, as it is the best way to handle subscriptions but no one is receiving emails. I noticed that jetpack only contains 2 subscribers at this moment and not the ~2k I have. Is there a way to move the self-hosted subscribers into jetpack or do we have to contact ALL the subscribers to have them re-sign up?
