Wordrpess theme with ability for users to signup and upload content

hello, I recently upgraded to business plan wordpress. My intention was a website that users can upload content from their end. However to my surprise there is no theme that supports that functionality. Kindly does anyone have a better solution I am both financial drained. I thought the business plan offered enough to setup atleast a good site.

On the Business plan you have full access to install third-party themes and third-party plugins, which means your site design and your site’s functionality are separate. Most themes you see in the showcase are designed for general-purpose layouts, but the functionality you want (letting users upload or submit content) normally comes from plugins rather than the theme itself.
