Workaround for selecting multiple blocks and trying to change text properties?

    I am importing text from a Microsoft Word document, and finding odd bits of formating in my original document manifesting in my WordPress post. But, if I select multiple blocks to correct this problem by unselecting italics, for example, the toolbar with bold, italics, etc. is not visible, only the block toolbar.

    What am I missing? Because if WordPress has suppressed logical text manipulation in multiple blocks, that sure looks like a bug.
