Workflow: Working/Designing Offline then Positing Online

Hi everyone,
I have a quick question. I am planning on designing/building my site offline and then posting it online. I assume that I will have to install WordPress onto my computer but will I need to install all themes both local and on the web?
Additionally, is there an easy way to upload the local WordPress site (plus image files etc) to the actual site once it’s ready?

Someone more knowledgeable than I might know of a way to design the website offline and then implement the changes online, but with a wordpress.com site, it is not possible to install wordpress on your computer and then upload it to wordpress.com. You can write offline posts and then put the content into your text editor on wordpress.com, but other than that, the tweaks you want to make to your site need to be made live.
In order to test different configurations and check out how different themes look, you can set up a test blog — I have one that I fiddle with before making changes to my theme.
Without the CSS upgrade, you are limited in the changes you can make to a theme, and each theme has different layout possibilities. Some themes are more flexible than others.
If you haven’t read it yet, you should check out http://support.wordpress.com/com-vs-org/ , which explains the difference between wordpress.com sites (hosted here with the software provided as-is) and downloading and installing wordpress.org software onto a separate host.

And I should say that even with the CSS upgrade there are limits to the changes one can make to the blog. The underlying template remains the same. That’s the extent of my knowledge of CSS and wordpress.com, however! :)

WordPress.com is a multiuser blogging platform. Here all blogs wearing the same theme are using the same template. We cannot access and edit those template files only Staff can. Every edit they make affects all blogs wearing the same theme. The themes we use here are all adapted so they will run on this WordPress MU (multiuser) blogging platform.
WordPress.com WordPress.org run on different software and the themes even with the same names are not coded the same and cannot be transferred from WordPress.com and used on WordPress.org installs. It also means that any CSS editing done on a free hosted WordPress.com theme is not transferable to the WordPress.org version of the theme with the same name.

So when I am designing/laying out content for my site online, is there a way to place a temporary image up to serve as a placeholder until my site’s design is completed?

I’m not sure if you understand me. There is no FTP access to WordPress.com blogs. We cannot upload themes into WordPress.com blogs. If you wish to design your own theme you need to hire a web host and get a free software install from WordPress.org because you cannot use whatever you create on a WordPress.com free hosted blog.

You have a couple of options, make a new static page and set it as the opening page and say “Under construction” or you can set the site to Private then nobody can see your blog unless they are invited by you. You can also set the site to not be visible to search engines but visible to normal visitors (people can visit but the search engines will not index your site)
