  Hi I want to set up my site before connecting it to the domain I have already purchased. I thought this was a free service

  You can create a free site here at WordPress.com that has a subdomain ending in .wordpress.com or .home.blog or similar. If you wish to map/transfer a domain you already own to a WordPress.com site a Personal plan or higher is required.
  (You can start with a free site and upgrade it later to use your domain if you wish).
