I have a host who uses a WordPress platform. How can I get a premium or business upgrade for that?

You cannot do that. The upgrades sold here by WordPress.COM can be purchased and used only on blogs hosted by WordPress.COM. They cannot be purchased for or used on any other sites at all.
We provide support only for WordPress.COM hosted blogs and that site is not one of them. It is a WordPress.ORG software install and you are posting to the wrong support forum.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.
