Would I still need an external web host if I subscribe to WordPress' Personal Plan?

I’m a complete newbie to building websites and I’m only trying to right now because I need a website and I can’t really afford to pay anyone to do it for me. I just need to know what I’ll need to do if I sign up for WordPress’ Personal/Business use plans. Would I need to worry about security and upgrades and all that or will WP do that for me? Thanks.

You don’t need to purchase any plan to use this site nor do you need to purchase external hosting if you use the WordPressdotcom platform.
