would like to cancel my premium account and recieve a refund of my $99..how to?

I thought I would be able to turn this into a storefront, but I can’t without adding more $$ to the pot. Can’t afford. want to cancel and get whatever refund I can, but can’t find out how to do that. Why is that hidden?

You can cancel upgrades in Dashboard>Store>My Upgrades. Here you will find your upgrades with the options to Cancel or Transfer to another blog under each upgrade.
Please take notice that you have up to 30 days to cancel and be refunded your money. The refund period for Domain Registrations, Domain Renewals, are 48hours after you’ve purchased. Guided Transfers are have a refund period of 30days or as soon as your site has been transferred, whichever comes first.

You can confirm your billing history at > Dashboard > Store > Billing History and that’s where the transaction numbers are found.Provided you are logged in under the same username account that purchased the upgrades, you ought to be able to request a refund from your dashboard > Store > My Upgrades
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
