Would like to create a community

Hi,
Two questions.
1. We are establishing a local news site for our small town. Included in that is the desire to create a section called “Communities,” where any non-profit organization, kid’s baseball team, or other group can establish a blog. We figure there are maybe 200 such groups that would like a simple blog created and might actually update it from time to time.
It’s important to us that it be a simple product, easily understood (by individual users and us, too), and also that it be hosted on our site to add value to the site.
Is there a version of WordPress that would allow us to load it up and let users create their own, all under our banner?
If not, can somebody suggest how this can be done, even if it’s necessary to use another product. We’re not going to charge anybody for this, we just want to offer it as a way to organize lots of communities under “Community” and drive some people to our site. Thanks for any suggestions.
2. I’m told that there are hundreds of WordPress themes around. How do I import them into “dashboard” so that I can use them?
Any help on all this is appreciated.

I think you need to be over here asking those kind of questions as this forum is for those blogs hosted here at WP.com, not for thise WordPress blogs hosted elsewhere. We’re running a seperate platform.
Having said that, I’m going to suggest WordPress MultiUser to you. It still has a few bugs pending in it but it’s probably what you are looking for. It would allow you to be able to setup any number of blogs underneith a single domain banner. (They would be set up as teamtiger.mydomain.com or southsidelibrary.mydomain.com)
From their backend, it’s 99% the same thing as WordPress. The only major differences would be that they wouldn’t have to worry about things like CSS and having to upload themes and the like. It’s designed for an enduser who’s not interested in stuff like that and all they want to do is update their blogs with posts.
I can also point you at Moveable Type. The problem with those folks is even for none-profits or educational purposes, it still costs a good chunk of money.
Most of the other major CMS system have some sort of multiuser install. Typo3 comes to mind but the idea of a soccer mom trying to figure out that system is not a pretty picture for me.
As to adding themes, you can view this page for a normal install. For MU, its basically the same. Only difference is that you have to turn on the theme first from the SiteAdmin menu before your end users can see them.
