Would like to export my site

I am trying to export my site to a self hosted new WordPress site, https://kb.pressable.com/getting-started/migrate-site-wordpress-com/ using this process however i do not see ‘settings’ as it should be. Also I could use WP Clone or something similar but I do not see the options to install any of these plugins.
The blog I need help with is: (visible only to logged in users)

Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and navigate to Tools.
Dashboard > Tools > Export
http://NAME_OF_BLOG.wordpress.com/wp-admin/tools.php?page=export-choices
*You will have to replace NAME_OF_BLOG with the actual name of your blog in that URL.

Note the relevant username account is https://en.forums.wordpress.com/profile/teamopenworks
Log out of the other account, clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then log in under the account that registered the site.
