Would like to have multiple independent subscriptions to different pages

  I am looking to set up a set of pages, all related to a group. I can foresee several different categories:

  1- Main blog with announcements/updates relevant to everyone
  2- Announcements for a specific sub-group (staff)
  3- Events, with announcements/updates on a specific thing that is happening
  — Events would be temporary, be created, last for a while, then be removed
  — Only some people will be interested in Events
  — Might have more than one Event running at a time, with different people interested in each event

  What I would like is a subscription system people can use to get updates on each of these different set of announcements. I want to make it so people can view the site without login, and can opt-in for any combination of the above groups (maybe the second group would be administered so only those allowed can join) and get email notices when updates occur. It would be okay if they have to login to subscribe to a group.

  Is there a subscribing plugin or feature that would allow this?

  Static Pages do not have RSS Feeds. Only Posts do.

  There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

  There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
