Would like to implement PayPal dropdown button, code stripped out

Hi,
I’m trying to help a friend add a simple PayPal dropdown button to his wordpress.com hosted blog. The editor is stripping out the code and rendering it useless.
Since wordpress.org sites hosted elsewhere are able to implement such code, it seems the sites should work the same way.
Does wordpress.com prevent this type of code for some reason?
Am I missing something?
There is no ability to add plugins to help with this nor can I access via ftp to create a child theme.
Is there a solution at this time for this common problem? Again, I would like to add 1 simple PayPal button, with dropdown functionality to a wordpress.com hosted blog and I welcome any help or suggestions.

This is a multiuser blogging platform. Our blogs are not free standing. There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins. There is no upgrade you can purchase that will provide FTP access and the ability to install plugins, upload themes, and/or edit templates and themes in a free hosted WordPress.com blog.

Is there a reason why the wysiwyg editor strips the code on wordpress.com but not in a wordpress.org site? Are there any plans to change this going forward?

The only version we can use is the unencrypted version I linked to above.
No there there are no such plans that I am aware of. -
Note also that your friend can only sell goods and services that they PERSONALLY make – selling items made by others and e-commerce is not allowed here and will get their blog suspended

Provided the person has set up a shopping cart elsewhere they can create a custom menu and include a custom link in it to the shopping cart site.
