  I think its a WordPress design, someone told me no its def Joomla, what do you think? I need help, please let me know how I can get my site to look like this?

  You could get close with Traction.

  But your blog looks decidedly spammy as it is, so definitely needs some work.

  For self-hosted wordpress blogs, not wordpress.com blogs.

  If you except the header slideshow, you can simulate the appearance of that theme based on a suitable wp.com theme, but it would require the paid CSS upgrade and much experience in CSS editing.
