wp-admin/customize.php Publish error

I have an issue when I try to publish changes to the main site using customizer. Whenever I click the publish button in the left hand corner it doesn’t save changes.
– There seem to be no server errors caused by this in the server log
– It is a clean installation of wordpress with default theme (checked other themes same issue)
– I can save the changes using ‘Save Draft’ option
– I can edit site information using Settings
– I have other instance of wordpress on the same server working with no problems
– I set all file privileges to 755 to make sure that does not cause the problem (I also checked with recommended wp settings)What could I check to find what causes the problem?
