  I cannot find WP Address URL and Site Address URL options in General settings

  Why is that??

  If you want a different free address you can follow these instructions. Note that you won’t be able to use your current address again after you’ve changed it:
  https://wordpress.com/support/changing-site-address/
  If you wanted a custom domain address instead you’d need to upgrade your existing site to a paid plan.

  Just adding that those settings are available when working with the standalone WordPress software. The WordPress.com platform works differently and you’ll find all the support documentation for our platform at https://wordpress.com/support
