wp-config-sample-php file error

Hello,
I have an issue and I really need help. A few months ago we had to terminate our IT company. A few days ago i went into our website and i received this message.
“Sorry, I need a wp-config-sample-php file to work from. Please re-upload this file to your wp installation.” The IT consultant created and purchased the domain name on behalf of my company. I created the website and pointed it to the URL that he created. Currently, he has the site going to her nameservers. Can you please advise as to:- What does that error message mean?
- How can I find out what caused the error?
- How do I go about getting the domain name and relaunching the site.
