  I think that the Wp-D3 plugin should be included, so that people can include interactive graphics on their webpages!

  No. The plugins that are enabled here at WordPress.com are not affected by the open source WordPress project.

  You don’t need to do anything but post here in the Ideas Forum! Happiness Engineers will look through the posts for popular suggestions and bring them to our developers.
