  Can this plugin be installed on my blog?

  If not, can it, if I were to upgrade to a paid blog, and, if so can it be used with Personal or Premium, I’m not a business, so can’t afford Business plan.

  The blog I need help with is: (visible only to logged in users)

  You can’t install plugins on WordPress.COM hosted sites for security concerns. You can read more about the Plugins that are already installed here:
  https://en.support.wordpress.com/plugins/

  If you want to install that plugin, you’d have to self host. More about the difference between .COM and .ORG here:
  https://en.support.wordpress.com/com-vs-org/
