Try switching to the wordpress default theme temporarily. If it works in the default wordpress theme, then you need to talk to the designer of the theme you are using.
Did you check the text encoding under settings > reading?

It works when I switch theme but it didn’t earlier, the reading hasn’t changed though, both are utf-8.
I am amazed that a css switch has this effect on the base programming, I owe WP and you guys a huge apology. SORRY!

I now need to find why a css has altered the language.Thanks Sacred path for your patience.

Now the old theme show’s it too.
So css wasn’t the issue nor was the theme.
I have never had issues with the update post before and never had issues with closing admin and going live. I tried Fàilte in three different positions in the main title and updated, closed, restarted, with no joy.
But now it is all working ok.
Now I feel annoyed at myself … really Sorry. Guys.Thankfully though as this is the best blog software I have tested so far.

Not a problem, and with the internet, there are so many things between the tips of your fingers and the actual displaying of the blog on a monitor that I often times wonder how it works at all.

of course ^-^ TSP is number one volunteer. I’m surprised wordpress doesn’t offer to pay him. He does and knows a lot. Is tsp blushing yet :D

I would simply have pointed out that the OP has perfect freedom to download the open source WordPress software and make the specified changes to the code him/her self.
