  Hi, I am new to site creations. I purchased this subscription to be able to add WP form plugin and create forms. However, I was not told that I will need a business upgrade which is costlier to be able to do that. I would like to get a refund and close this account.

  There is actually no need to add a forms plugin, we have a form building tool installed on WordPress.com sites by default: https://wordpress.com/support/wordpress-editor/blocks/form-block/

  I see that you have deleted your site but if you wish we can reactivate it and help you with setting up your first form.

  However, I was not told that I will need a business upgrade which is costlier to be able to do that.

  To clarify, we have a lot of built-in functionality on WordPress.com that would normally require a plugin if you were instead using a self-hosted WordPress site, which are sites that you create on a “traditional web host” like Bluehost, GoDaddy, etc.

  If you need to use plugins or upload a 3rd party theme (but need the security and stability of a managed WordPress host) then the Business Plan is a good fit, but in your case it’s not strictly needed since you are looking for functionality we offer by default:
