Hello there!
It looks like you can add HTML code through a widget on the free plan with WordPress.com, but CSS customization requires upgrading to a Premium plan.
What would you need to upload via FTP? This article says they don’t allow FTP uploads: https://en.support.wordpress.com/ftp-access/

Thanks @slodaniel. I wanted to download the template pages and add google analytics code to the <head>. I also wanted to change the theme on my own using html, test locally, then upload pages.

Google Analytics is available with a WordPress.com Business plan: https://en.support.wordpress.com/google-analytics/
You can access your free plan statistics here: https://wordpress.com/stats/
A Business plan also gives you also get the ability to install plugins and work with advanced CSS.
But you’ve asked about a free account, and many of the things you’re asking about are things one would do with a standalone WordPress installation on a hosted account. (think Dreamhost or Bluehost) A standalone (WordPress.org) installation is more of a tinkerer’s setup.
