WP plans – what happens after a downgrade?

I was reading about WP plans, ‘WordPress.com: It’s free for up to 3GB of space. After that you will have to switch to a paid plan for more space. (Personal plan $48 /year gives you 6GB, Premium plan $96/year gives you 13GB storage, or Business plan for $300/year for 200 GB storage).’ – My question is, what happens if I purchase let’s say a personal plan, use 5GB, then a few years later get downgraded back to a free plan which only comes with 3GB? What happens to my additional 2GB of data? Does it get deleted, or where does it go?

When a plan is downgraded, you lose access to the extra features offered by the plan.
If you have used more space than the downgraded plan provides, for example you used 5 GB and are now downgrading to Free which only offers 3 GB, you will not be able to upload anything new until you remove old media files to make room for new ones.

Thanks for the reply. But what I mean is, if someone is looking at published content, will they still be able to see things that were previously published, or does some of it become unviewable? I hope that makes sense.

Yes, they will be able to see it correctly – no content would be removed. You would just lose the possibility to upload any more media files to your site.
