WP resizes my header image even though it's right size?

I’m using the fusion theme, and i am working on uploading a custom header image. I checked on WP, it says the header needs to be 980 x 148 px and i made my document in photoshop exactly that size. When I upload the header image, WP makes me crop it, and then when i look at my blog WP stretches it to be the original size i made it ( the 980 x 148px) i know it’s back to that original size because it’s pixilated now and looks blurry. (i also took a screenshot and measured the pixels in photoshop. they are the same.)
why does it make me crop it if it’s the proper size?
