WP resizes my header image even though it's right size?

I’m using the fusion theme, and i am working on uploading a custom header image. I checked on WP, it says the header needs to be 980 x 148 px and i made my document in photoshop exactly that size. When I upload the header image, WP makes me crop it, and then when i look at my blog WP stretches it to be the original size i made it ( the 980 x 148px) i know it’s back to that original size because it’s pixilated now and looks blurry. (i also took a screenshot and measured the pixels in photoshop. they are the same.)
Why does it make me crop it if it’s the proper size?
Any help on this would be greatly appreciated. Thank you.

At Appearance -> Theme Options, you have Flexible width selected, which will stretch the theme to match any browser window.
Select Fixed width so the header image can display normally.

I only recently changed it to flexible width. When I uploaded it originally it was at fixed width. I’ve now changed it back to fixed, but this isn’t the problem.
on WP it says: “You can upload a custom header image to be shown at the top of your site instead of the default one. On the next screen you will be able to crop the image.Images of exactly 980 × 148 pixels will be used as-is.”
The image I’ve uploaded is exactly 980 x 148px but on the next screen WP still makes me crop it. This is the problem I’m having. WP after cropping it, realizes it’s not the proper size and stretches it back to the original 980 x 148. As a result the image is blurry and pixilated.
I think it’s a bug on your end. Unless you think I may be having this problem because of the browser I’m using? I’m using google chrome.

Would you mind uploading your original header image via Media -> Add New in your Dashboard? Let me know what the title is when you’re done.

macmanx! Thank you! because you asked me to upload to the media section i was able to see that I was in fact wrong, and somehow i uploaded something smaller. It was the proper height but i think the width was 100px less than it should have been. I guess that screwed up the proportions of the image when WP tried to put the image in a larger space.
To make a long story short, I was able to fix it, thanks to you.
