WP themes – more options?

Is WP planning an upload feature for custom themes both in the free WP and hosted WP version?
On the free WP version I am unable to upload custom themes, while on the hosted version there is only one default theme and any additional themes has to be manually loaded which has been quite the nightmare with the slow upload features with the hosting services I’ve used (I’ve tried 3 companies now that WP recommends. None of them offer quick upload features. Its almost a days task to upload a single theme. One company does not offer folder upload, and you actually have to manually name and upload some 50 php files for a single theme).
Sometimes I want to change a theme periodically which is easy with the standard themes in the free WP. But I find this too labor intensive with hosted WP, and not possible for custom themes with the free WP. I also wish WP would have the 5 pages of sample themes in the hosted version too (which it doesn’t).
