wp_verify_nonce is creating issues

    I am depending on wp_create_nonce and verify nonce for protecting my rest api endpoints but they are in some cases not verifying for a particular merchant who uses my plugin please help me out to fix this issue. I have already used a filter to suppress rest_cookie_check_errors but still for a logged out user it is not working in some scenarios it is giving a rest cookie invalid nonce error. Please give me a failsafe method to handle this authentication with or without nonce.
