WP.com Premium 'not available' … why?

I purchased a paid theme and now want to upgrade to the WP Premium but it won’t let me. Help!

Exactly where did you purchase the theme from?
If it’s a third party theme get a refund. You can’t use any third party themes on a WordPress blog because they are for WordPress.ORG software installs only.
The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes

WordPress.org offers free software that you can install on a web server. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. WordPress.COM and WordPress.ORG are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
Purchased through WordPress.COM for use on exactly which site? What is the URL of that exact site please.

In that case, if you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.

This does not answer my question. Let me be more clear …
(1) This is a WP.com hosted site.
(2) Premium theme “basis” was purchased through WP.com.
(3) I now want to upgrade to a WP.com Premium account at $99/annually, that option is not available.I’m having problems with point (3) above. Why is the premium account suddenly not available to me?
I understand the difference between WP.com and WP.org.

Please provide the URL so I can confirm the hosting.

Premium upgrades apply to a single blog only for a single year and do not include premium themes. You purchase them separately for each WordPress.COM hosted site.

Upgrades apply to blogs. They do not apply to accounts.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase an upgrade via Dashboard > Store > My Upgrades

Your last resort for obtaining access is to complete the form for account recovery at this link https://en.wordpress.com/wp-login.php?action=recovery with as much information as possible and submit it to the Account Recovery Staff so they can contact you by email ie. not on these public support forums which are available to everyone with internet access.

Since you’ve already separately purchased so many Upgrades that are included in the WordPress.com Premium Plan, I’ve simply added the WordPress.com Premium Plan to your site.
