Writing to WordPress.com using ASP.NET API

Hi all,
I’m currently working on a site where we list a lot of products online. I like to enable people to post articles related to my products (there is purchase option) and store their artciles into wordpress.com and somehow link back to the product. If I can write to WordPress to create the article, I’m sure I can return the URL and store in our database locally. I’m very knew to integration into WordPress.com and I was wondering if someone could help me out with the following question (we don’t want to write this application inhouse and really like to utilize WordPress (hosted wordpress.com),
1. Does WordPress.com (free or paid account) offer APIs? I’m using asp.net and I like to be able to create articles in WordPress using asp.net or web services…etc. Please advise.
2. If you answered no for 1), do you know any other solid blog hosting service where we could allow our visitors to post articles so we can tie them into our product listing?

There’s a support page about using the Twitter API:

I’m not sure about other APIs.Neither am I sure whether the site you are developing falls within the WordPress.com terms of service. Certain commercial activities are frowned upon.
On each of these two points (API and ToS), I’d recommend seeking an official answer.
