  You can make someone a contributor who can write a post but the owner/administrator still decides if and when to publish it.

  If you have allowed it, anyone can write comments but they can’t write posts until you invite them. You’ll have to read those two links above.

  “On WordPress.com, you are able to add users to your website by sending invitations. To send an invitation, you’ll want these two pieces of information:
