Hello, I was automatically charged a fee of 35 dollars for a website I do not have with your company. I need the money refunded to my account please.

Automattic Inc. https://automattic.com/ owns WordPress.com and other products like Akismet and VaultPress, etc. so this could be a charge related to one of them. It’s important to know that each charge is sent to the registered email address for each username account, so if you have more than one username account that could be confusing you. Also, if you have a wordpress.org account and a wordpress.com account that could be confusing you.
Which upgrade, which site URL and which username account is this about, please?
How many username accounts and sites do you have? Maybe you failed to cancel one and disable auto renew.

The account you’re using to post here has never bought any upgrades on WordPress.com, and we don’t have a credit card on file for you that we can charge.
$35 if the old cost of the WordPress.com Personal Plan, and this charge would be the automatic renewal for a plan that was purchased about 11 months ago. Do you have any other WordPress.com accounts or sites for which this might be?
You can also try searching for the transaction at https://wpchrg.wordpress.com/, and contact our billing team directly from that site if you need more help with this.
