Wrong lowercase to uppercase conversion for polytonic Greek

  If I use the MANIFEST theme on above blog, the blog title and the header menu entries are converted to uppercase.
  However, the conversion is wrong.
  Here is how is should work (all unicode chars):
  1F00 – 1F07, 1F70 – 1F71, 1F80 – 1F87, 1FB2 – 1FB7 —-> 0391 (ALPHA UPPER CASE)
  1F10 – 1F15, 1F72 – 1F73 —-> 0395 (EPSILON UPPER CASE)
  1F20 – 1F27, 1F74 – 1F75, 1F90 – 1F97, 1FC2 – 1FC7 —-> 0397 (ETA UPPER CASE)
  1F30 – 1F37, 1F76 – 1F77, 1FD8 —-> 0399 (IOTA UPPER CASE)
  1F40 – 1F45, 1F78 – 1F79 —-> 039F (OMIKRON UPPER CASE)
  1F50 – 1F57, 1F7A – 1F7B, 1FE8 —-> 03A5 (YPSILON UPPER CASE)
  1F60 – 1F67, 1F7C – 1F7D, 1FA0 – 1FA7, 1FF2 – 1FF7 —-> 03A9 (OMEGA UPPER CASE)
  1FD2 – 1FD3, 1FD7 —-> 03AA (IOTA UPPER CASE DIALYTIKA)
  1FE2 – 1FE3, 1FE7 —-> 03AB (YPSILON UPPER CASE DIALYTIKA)

  This concerns not just me, but all users of el-po (Greek polytonic) WordPress.com blogs who may want to use themes or widgets or any field with uppercase text transformation.
