Wrong set up

i have a domain name. I thought my blog would be published as my domain name but wordpress have added wordpress.com to the web address. How do I change this to my personal web address. Also I thought I had paid for premium and get themes free but some have price tags to them still

Did you already try mapping your domain name?
If not, here are the 2 different procedures on how you may setup your domain name.

If you purchased Premium or Business plan you can use any premium theme at no extra cost. You may check all the current available premium themes on this link: https://wordpress.com/themes/premium

Hello @mummagee12, I would start by checking to see if the domain you are expecting your blog to come up under is set to the “primary” domain. You can find this setting by logging in to your WordPress account – going to your mummageeuk.wordpress.com site – clicking “My Sites” found at the top of the page – then select “Domains”. If the domain you are wanting to use is already listed, make sure it is selected as the “primary domain.” If the domain you own is not listed you may refer to the domain transfer support document found at https://en.support.wordpress.com/incoming-domain-transfer/prepare-domain-for-transfer/ . I hope this helps.
As far as the themes issue, I would check again under “My Sites” and make sure you have the site you are wanting to add the theme to selected (if you have multiple sites). Once on the correct site check to see if next to “Plans” it says either “Free, Personal, Premium, or Business”. The plans that include all premium themes are either the Premium or Business plans. As you mentioned you purchased a premium plan so this would just be a check to make sure you purchase was processed properly.
If this does not seem to be the issue you may tag this post with Modlook so a WP staff member can take a look at it.

What is the URL of your custom domain? mummagee.uk? That particular domain is neither registered or mapped to WordPress.com. I checked your account and there is no history of upgrade purchases. Do you happen to have another WordPress.com account?
