You can’t transfer a WordPress.com address like http://liquidwiredesign.wordpress.com/ to another server. you need to buy a domain name for your new site.

I already payed for the .com from wp. I just wanted to know if i can take the domain liquidwiredesign.com to a new hosting site like fatcow… Also wanted to know if there is a way to check if i did get the refund for the custom css. I canceled it and wanted refund but nothing pop up saying that i will get the refund??

Yes, you own it. You can attach it to any blog you like, and you can transfer it to a different domain manager after 60 days.
Check whatever payment method you used to get the upgrade in the first place: that’s where the refund will show up.

If you’ve registered your domain through WordPress.com and now want it to point to a blog or website hosted elsewhere then you can do this by updating the nameservers. Follow the Update Nameservers instructions after you hire a web host like fatcow and set up a WordPress.com install. The nameservers control where traffic for the domain goes using DNS. If you are moving from WordPress.com to a self-hosted WordPress.org blog, you can enter the nameservers provided by your web hosting company to switch your domain to their hosting service.

P.S. You don’t have to change registars you can usually just update the nameservers instead.

What if, after 60 days I have changed the registrars and I have updated the name servers. I have waited a few hours for the change to happen, and I still don’t have the ability to upload my own theme? I am moving from a wordpress.com to a wordpress.org blog using ipage.com
Thank you for your help.

@tzemp
A domain transfer must be initiated at the new registrar. You will be asked for your Authorization Code when transferring. Here are the steps needed to prepare a domain for transfer: http://en.support.wordpress.com/domain-mapping/domain-management/#update-nameserversAfter that we have no control over when each IP chooses to flush their DNS caches. It can take up to 72 hours for the chnage to propagate but it rarely does. You can watch the process here > http://www.whatsmydns.net/
