  There is no way around, you must upgrade to the Business Plan if you want to use third party plugins on the wordpress.com platform.
  There is nothing to download from the server as wordpress.com is a managed hosting.

  If you have a downloaded .zip folder for a plugin on your computer’s hard drive, you can upload it to a WordPress.com site, yes. But only if the site is on our Business Plan:
