Hi
I am trying to decide which way to go with hosting and wordpress. I am looking to build up my site slowly as I add content, so do not want it to be overly complicated. I would like to have the option for as many visitors as possible and to install Yoast. Would the personal plan allow for this to happen? Or does Jetpack suffice? Thanks!The blog I need help with is: (visible only to logged in users)

The Personal plan would not let you add the Yoast plugin. Only the Business plan lets you install 3rd party plugins: https://wordpress.com/pricing/
With that being said, the Personal plan would be a great starting place. Jetpack has some great(and important) features regarding driving traffic to your site: https://jetpack.com/features/traffic/

I would like to have the option for as many visitors as possible and to install Yoast.
If you want to install third-party plugins, you need to have the Business plan upgrade. Moreover, the Business plan user can use SEO tools which allow you to optimize your site for search engines.
However, you can make your site attractive and popular enough even with the Personal plan. WordPress.com does most of things about SEO for your site behind the scene. All you have to do is keep posting good contents on a daily basis.
