You charged me for services that I do not use.

I was charged $99 for something that I do not use… I would like this refunded to my debit card.

Did you set up a 14 day free trial and provide your financial information to do so? If not, then how could you have been billed at all?
From Details and Terms:
You can try any participating upgrade for a 14-day trial period, at no charge.
You will be asked to provide payment information when starting the trial, but you will not be charged until the 14-day trial period is up. If you cancel before the period is up, you will not be charged at all.
We will send you an email reminder one day before you will be charged.
You can cancel trial upgrades under Store → My Upgrades in your dashboard at any time.
Are you logged in under the exact same username account that registered the blog and purchased the 14 day trial upgrade? That’s required to cancel the trial.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. I am not seeing any upgrades associated with the account you are posting from. Could you have had another WordPress.com user account?
