  i legit cant publish my blog and is being asked to update and pay
  this is for my port and i dont want to pay at all.
  Wordpress has never asked me this before and I used a blank canvas so Its not like i used a template

  Hi there, it sounds like you’re having problems launching your site for free. Try this: When you go to launch your site https://wordpress.com/support/settings/privacy-settings/#launch-your-site you might need to type something in the line on the domains screen. Then you’ll see your free .wordpress.com address with the Skip Purchase option at the bottom of that page. After that keep following any other free site prompts.
