You just billed me randomly and my initial problem is not resolved

I sent a request to activate a new email account for internationalpicayune.com. The old email account was suddenly terminated and I needed to make a switch.
A few hours later, I receive an email from PayPal claiming that I authorized an $18 charge from WordPress. I did not authorize this charge, even automatically, as the current term of service does not expire until March.
And, so far as I can tell, the new email has not been activated with internationalpicayune.com, which remains inaccessible.

Incidentally, I get that you are a small company, but you really need a private email address for billing issues. A public forum is really not the appropriate venue this kind of thing.

Well, the billing issue has been partially resolved, but the site remains inaccessible.
I forgot my old login information and the related email account has been deactivated. I need to update the blog internationalpicayune.com to a new email account. Specifically, this one.
I sent a request with PayPal confirmation information, but I’ve heard nothing. This is the second time I’ve sent this request in the past few months.
