  I tried replying to another blog but there was no Reply box available. I’d already logged into WordPress. This is the message I saw at the bottom of the page, where the Reply box usually is:

  You must set a WordPress.com blog as your URL to post a comment. Please update your Personal Settings.

  What does this mean?

  The blog I need help with is: (visible only to logged in users)

  It means that you need to change the site linked to your username to a WordPress.com site in order to comment on that specific blog. You can do this in your WordPress.com account Dashboard under “Users>Personal Settings>Account Details>Website”.
